Paul R is correct.
Cheapest high definition/standard definition switchable and 24p would be the Canon HV30/HV40. Small lenses are not "interchangeable", but there are option lens add-ons for wide angle and tele lenses... and it has a single imaging chip (CMOS).
Next worthy of mention might be the Panasonic AG-HVX200 - Does all but the interchangeable lenses. The Sony HVR-Z1 is in this environment. Neither meet your budget.
The Canon XLH series and Sony HVR-Z7 meet all your requirements and are about 5x more than your budget.

Not gonna happen.
The lowest cost option that would meet your requirements is the Canon XL-H1.http://www.creativevideo.co.uk/public/vi…
If your budget is £1000 then you might want to think about hiring a full size professional class camera instead, though you would want to plan your shoot out as much as possible before hand to get maximum value for your hire time.http://www.hireacamera.com/camcorders/xl…

Looks like mission impossible on that budget! If you can crank it up by 5x then the best bang for buck out there are the cameras we use.. the JVC GY-HD111e which blow away all the comparable Sony and Canon models. It's really built for the small filmmaker/broadcast and that's what we use it for. The quality of the footage has to be seen to be believed.
One word of warning about shooting in 24p though. It's best to either have experience in shooting film...or give it to an operator who has. You can't shoot pans like you would on normal video..or jibs or tilt. You will need to get a feel for the motion or you'll be up to your neck in motion blur.
Hope that helps and wishing you luck.
